When i go settings sometimes i couldn move right side

    I’ve noticed that too, but after having been in game for a bit, doing fights, or especially AW.
    To the point things start acting a little slow-ish in general.

    Which is also a signal it is time to close/reopen your game, because it's soon about to crash during a fight if you don’t.
    But this thing in Settings may stop working even earlier than when you start to see other things not working.

    Anyways, when in a state like that, and go into game Settings, yes, the right-side settings (Global Chat, etc, etc) is not responding, and can’t scroll upward in the Settings to get to other checkboxes initially below your screen.

    Restarting game fixes it for you.
