    I’d say Piggy, photon or Werewolf would be the best choices since they are all great dual threats. I don’t think Juggs needs R3 since he nukes everything at R2 just fine.

    Pig and Jugg are neck and neck but I think Pig is just more versatile and there’s not much he can’t do.

    I just took my unduped Piggy up to rank 3 over Photon and Venom. I do have a dupe rank 3 Juggs so thank god I didnt' have to make that choice.
