Gifting question

So been awhile since I’ve been in the game, trying to send some revives to a friend and I have the units for it, but noticed I don’t have a gifting option, I looked online and says to unlock you need to be level 40 and completed act 4, Im level 43 and am onto act 6, did this get removed?
