She gains 15% potency to bleeds per spirit charge she has which can get past Sinisters -100% reduction to bleed damage

Chee gains +15% bleed potency per spirit charge and sinister only has 100% bleed resistance so anything over 100% (in this case 160%) damages him

Since I haven’t seen anyone mention it, Chee gains 15% bleed potency per spirit charge and sinister only reduces bleed damage by 100%.

I decided to restate this to help get the point across:

To clarify, Chee gains a 15% increase in bleed effectiveness for each spirit charge they possess. Sinister's effect only provides a 100% reduction in bleed damage.
I feel like he should be 200% bleed resistant against skill champs and 100% against other classes, I feel like that would make more sense.

Isn't 100% enough? Not every skill champ has above 100% potency

I remember some skill champs have critical bleed which is above 100%

Then simply don't use him against them.
