(didn’t help when asking 5 comments in middle of night when most who might reply are still sleeping).

As for easily answered aspects of this post.
As players start to reach G.C. They don’t fill in from bottom up, they fill in from top down.
They don’t wait until 9 million players have reached G.C. before bumping some of them up to URU-2, and then up to URU-1, etc, etc.

If there are less than 8500 people currently in G.C. Then even people with just 1 point (or even 0 points earlier on) don’t start out in URU-3.
If there are only 1000 people who have reached G.C., NONE of them will start out in URU at all. They will fill in the upper ranks of G.C. until there starts to be more people reaching it and moving above them.

And for Alliance Roster sometimes “skipping” some members, this does happen occasionally (for years now), that the sending of Alliance Roster info from servers to your device when you go to that screen sometimes misses seeing some of the data.
It's just particularly noticeable (and rather funny) when it is the Leader that went missing from the data packets.
Just back out to another alliance screen or home page, and come back in there, and they should show up because the data is being resent again and hopefully doesn’t have a packet connection issue the next time.

Thanks for all that info and I'm in the uk, wasn't middle of the night for me. I have checked several times, bug is still there
