Not getting raid charges against prowler. Why?

I am using Silk with weak spot role boost. I can’t figure out why I am not building any role charges against prowler. I am doing the prompts but they don’t seem to matter. The last few times I timed out and at best I gain 1 charge. Sometimes I actually lose a charge so it would be great to know what I’m doing wrong ? The blue magnifying glass also never appears for me so I never get to do any real damage. What am I missing ?

    Are you punishing his heavy and special attacks for the weakness debuffs? You don't get much fervor without those.

    Hard to say what you are doing wrong without seeing what you are doing. See if you can record a fight with the same issue happening and share it.
