That's actually a Nick Fury thing. If he is at 16+ charges, he will not use his sp1. Now you know and have easy openings even if he is above a bar of power.

Nope that's a everyone thing now I fought a rhintra and mangog and both held their specials for almost the entire fight just dumb.
