I don't know if this helps but this was my situation: After completing Act 6 and becoming TB, I stopped playing Story and just focused on BGs and other content, and ended up getting two 7R3s eventually. I stayed at TB and then finally went back and completed Act 7 and became Paragon because I didn't want to miss out on the 10 for 10 event. I have to now finish Act 8 to become Valiant, that's my understanding.
That’s normal. Both Paragon and Valiant have roster requirements and content completion requirements. What’s being discussed here is that while the content requirements must be done in order (because story content cannot be done out of order) the roster requirements can be done out of order. So if you do the roster requirements first, your only option is to do the Paragon requirements first and the Valiant second. But if you do the content requirements for both first, you can in theory do the Valiant roster requirements before the Paragon ones. That would be the opposite of what you did, and while I’ve been told by the devs that both progress titles should unlock simultaneously when you do that, it is always possible the game code doesn’t implement this properly as it is likely a rare circumstance or perhaps has never occurred before and thus is untested.

How did you acquire 2 7r3 without playing the story or other contents? I don't think TB had offers for r3 materials.
I mean, there must have been offers for TB because I used my R3 Shathra to complete Act 7, so before I reached paragon. Pulled her from a titan crystal from the milestone or rank rewards, and then R3'd her somehow, maybe with a gem I bought with units I think, or the Saga stuff.
