It seems that this is a new bug or the champion is planned without a full set of stars.

    Most 2s are all new champs even gentle has a 2 so she should

    Do they always appear as 2* in their “potential star” listing the very first day of monthly update ?

    Or only after become available in crystals (specifically 2* or PC crystal, but in general ANY crystal, like Featured Crystal, so when they're first available ??)

    ie, the higher Stars probably listed because they appear in the monthly quests as those 3* or higher champs.

    But don’t think even the lowest Monthly EQ drops down to having 2* champs on the EQ maps.
