Only officers can enlist alliances in AQ. But once an alliance is enlisted, anyone can "start" a map on any day enlisted, because starting an enlisted map is just a question of who enters it first.
Once upon a time the "X started AQ" message meant something, but these days it just means someone entered it first. For all intents and purposes under the current AQ system an AQ map is running automatically on any day the alliance enlists for.

Yes, so long as AQ is configured (which doesn’t need to be manually done every time, since it can automatically continue based on previous weeks setups), the AQ days AUTOMATICALLY get started.
It's just that whomever is first to go into AQ screens (don't actually even need to Join a map, just look at them), counts as the person who “started” that day, and will appear in Ally Feed Pane. (doesn’t mean anything)
As DNA said, it used to be that someone had to ACTUALLY START an AQ, and that message is just a remnant of that old method.
