Til Death do us apart locked quests

Hi I’m unable to do all the quests since it’s saying “complete preceding quest” and I have no idea what that’s supposed to mean… can someone help me out here?

And I did threat lvl 2 on each 3 quests but unable to do the other ones

Only one difficulty level is available to do this month.
Text saying “complete prior one” is just generic text normally used, but does not apply this time.
You can only do 1
