Hawk Eye’s Special 1 Power Drain

in Bugs and Known Issues
I was using Hawk Eye post 17.0 update against the debuff immune Winter Soldier in the Uncollected Event Quest. Before Hawk Eye will power drain a debuff immune champ, but it did not power drain in this fight. Has anyone else experienced the same issue?

    I was never able to power drain a debuff immune champ before, that I can remember, as it is considered a debuff.

    @beyonder8421 the Drain is passive, does not bring up and icon, so it should proc. It's like SW nullify effect on hit.

    The Power Drain was always active. so it never worked. Not a Bug.
