Scarlet no longer drains power

Just wondering why my 4* r5 l99 Scarlet no longer drains power. This past week has been very difficult fighting with her. Alot of her chaos magic is no longer popping up and I specifically r5 l99 her for that reliable power drain and crazy crits, stuns and regen. She seems pretty nerfed right now. She can't even wreck havoc in war now unboosted. what happened to my boo!

What was wrong with steal? She's been an absolute tank ever since I duped then r5 her. Been my staple mystic besides 5* r4 Guilly.
