Frame Rate Changes Sometimes..

Why is it that sometimes the game's frame rate changes? Some of my friends also experience this frame rate change.

    Yup!

    Goes from slowish to smooth and 60FPS. But when this happens I tend to lose control of my champs or they get stuck to the ground and I can't evade or move when needed.

    The game used to run very smooth pre-12.0 with no control issues. I don't know what happened afterwards.
