Is dr voodoo worth taking to rank 5 unduped?

But that's not the right question to ask. Taking a character to rank 5 costs valuable and hard to get (for most players) class catalysts and basic tier 4 catalysts. Every time to take something to rank 5, something else isn't getting there for a while. Some champs I wouldn't take to rank 5 unless catalysts were free. But I have many champs I would take to rank 5, but I can only earn so much resources in so much time.
The question for you is basically, are you currently using Voodoo as an attacker, and would upgrading Voodoo to rank 5 allow you to complete content you can't complete now (or is too expensive to complete now), and upgrading would improve your ability to do that content? If the answer is yes, I would say go for it. If your answer is no, maybe don't. Maybe upgrade something else, or even just hang on to the resources until the need arises.
If you can rank up Voodoo from 4 to 5, that means you have three mystic t4s and five basic t4s. There are few mystics I would spend those t4c on instead, but there could be things I might spend the t4b on instead. Maybe tomorrow you get lucky and draw Starlord, or something else equally as good or better.
Unfortunately, I don't think there is a simple answer to the question of who to spend resources on to rank up, and when. But my basic rule is: upgrade to R5 when the upgrade will significantly improve your game play. If it is going to let you complete master mode or RoL or the expert proving grounds, then upgrade because that upgrade will pay you back in better resources. But if you have no specific reason to upgrade, maybe hang on to the resources and think about it.
Of course, if you have a ton of resources and your inventory is filling up, then its another story.
Just to amplify a bit, this rule applies to rankings for resources that are rare for you. Primarily, rankings that require T4B, T4CC, and T2A. For low players, maybe alphas. I think once you are past the mid-game, every 2* and 3* champ is worth ranking to the max, since it doesn't require any resource that is in short supply. Every 4* champ is worth ranking to rank 3, as long as you have a decent supply of alphas. But once you start spending T4B, that's when this rule kicks in. Only rank when ranking will improve something, or when you need to burn resources that are piling up.
I'm also assuming that ISO is not an issue. It isn't for most players beyond a certain point, but if you're a player that happens to be in a situation where you are getting a lot of new champs and very few dups yet, you might be ISO constrained as well. Once you start duping everything, ISO becomes plentiful.
