Can't see the special boss quest

Hi, the title is pretty clear on the issue i am facing

Since i got the message, i downloaded all the updates and i can't find the special community choice boss quest.

However i can see and do the chaos shards quests.

Is there a bug or do i have to reach a certain level to do it ?

*sorry for my english i'm not a native english speaker
