Definitely needs a rework and with what we've seen with Civil Warrior, there's still hope that Cap can be better.
Changes in bold
Passives:
Shield Mastery: Years of fighting with his shield has given Cap the knowledge of how best to utilize his weapon of choice. Increased Critical Hit and Critical Damage Ratings on the first attack after executing a well-timed block or dodge. Double the bonus when using Special attacks.
Sentinel of Liberty: Reduce damage while blocking, Increased chance to Perfect Block (increased by 10% on well-timed blocks). Apply Fatigue on Perfect Block triggers.
Charging Star: Chance to auto-block while performing a Dash attack. Increased against enemies with Fatigue.
Awakening:
Last Stand: Increase Block Proficiency and Perfect Block chance as Health decreases.
Specials:
Shield Bash
-Chance to Stun, increased if the enemy is Fatigued
-Apply Weakness for 7 seconds
Shield Toss
-Chance to Stun, increased if the enemy is Fatigued
-If the enemy is Stunned by this attack, Cap's shield ricochets and deals 35% more damage
American Justice
-Chance to Stun, guaranteed if the enemy is Fatigued
-Knockout Blow: This attack drains one bar of Power and applies 5 seconds of Power Lock
