AA being nerfed or fixed?

So let me start this off by saying I'm not opposed to this change, I don't particularly LOVE the change, but I can understand why they would be doing it.
So today the 18.1 patch notes were released, and in it included this statement:
"Fixed an issue where Archangel’s Stuns from Neurotoxin were not acting as a Debuff"
Ok fine, it's a bug fix so more power to them! I don't like that it's taking away some of AA's utility on that node, but if it's a bug it should be fixed. However, I started looking around and it seems that this doesn't hold up as being a "bug".
Let me explain. Here in AA's description is where it talks about his Neuros: https://imgur.com/SQTTvOw. So it is meant to be passive, but of course, as they said, the stun itself is supposed to be a debuff, but it was acting as a passive, hence why it was stunning champions on unstunable nodes. So like I said before, that's good they're fixing bugs. I decided to make a post about this to inform people who didn't understand, but I was told by /r/Arghurys2838 on reddit that "It’s not even a bug, kabam confirmed it working as intended in this thread https://forums.playcontestofchampions.com/en/discussion/41952/arch-angel-against-stun-immune-champs". Now I don't know what to think about this, is it a nerf? Is it a bug fix? If anyone from Kabam can clear all this up it would be greatly appreciated because I'm having a hard time making sense of all this.

As explained in more detail here, the 18.1 update to Archangel was a bug fix.
