He is a utility champ. Not one of the best but still useful. The more armor stacks he has the less chance of him taking any bleed or poison damage. That's the purpose of his s1. His s2 is to power drain which is good for arena or some eq content. His s3 can power drain and power lock for a few seconds. His heavy does heal block which is useful against someone like cable. He is not ment to be a defender for aw. Don't look at champs thinking that every champ needs immunities, regen, power control and nullify abilities. He's not "God tier" but still usable.
It is a well timed block that can stun the opponent and reduces the amount of block da,age taken. Read the info on the masteries too.

It's also crucial to using champions whose Heavy attacks have special effects, like Civil Warrior, Cable, Archangel, and so on; as it makes it much less risky to hit with a heavy attack.
Civil Warrior inflicts a short Heal Block with a heavy attack; and you can refresh+ extend it with Any special attack. If you repeatedly use your SP1 to do so, you'll also inflict a reasonable bit of damage, and start building up stacks of armour buffs and passives. You can keep opponents heal blocked almost the whole fight this way; so he's really good for opponents with predictable strong regeneration effects like Deadpool, Iron Man, Mephisto and so forth. Less good against King Groot, who has Class advantage, and can shrug off the heal block, though.
