For those of you who have maxed this mastery - how much recovery do you really gain? Is it noticeable like Iron Man’s Overload or Wolverine’s regeneration?

Recovery requires you to have a regen champ, or have Salve in your masteries (Maxed out Salve gives +4, with max recovery it gives +5)

So if both are maxed out - is it +9?

Max salve: +4
Max salve+recovery: +5

Recovery only enhances existing regen (by 15% when maxed). So if you've got it maxed and Wolverine used to heal for 100 per tick, now it'll be 115 per tick.

It works on regen methods like:
Salve
Arc Overload
Regeneration Buffs
Limbo
Aspect of Nightmare node
Life Steal

And any other form of in-combat regeneration. It enhances the potency of the life gained by 15%. It does not affect the health you recover from potions outside of combat.
