Just the process and legal stuff takes a while. I mean Disney is literally buying Fox....

As Spider-Man, Mutants, Hulk, and their villains are in the game currently; nothing is inherently stopping them from adding the Fantastic 4 except maybe unsure classification as they got their powers from space radiation. “space” and “radiation” putting them oddly in both classes
