Cap (Infinity War) Petrify bug

Running through the Master difficulty of the monthly event quest, I’m running Cap IW as well as Omega Red, Sabretooth, Void and Wolverine. I’ve been under the impression that you need a tech champion on your team in order to use Cap’s petrify mechanic. Yet, I’ve been able to land it on almost every parry with Cap. Is this intentional or a bug?

You don’t need a video. Put him in a duel by himself, and it will trigger. I personally think that this is an appropriate change for the champ. Petrify should be among his basic skills.
