Do you mean Act 3:3:2 ?? He's boss there though, at 2 per step would still be shorter just re-doing EQ 1:1 again. But a Duel is probably best if already finished all the 1st Quests.
Since it’s the boss now, hopefully next days will start into EQ 1:2.
And since it has been shown that Target Objectives can stack up beyond just 3 (unlike the Daily ones which are cap’d at 3), and most ppl probably waiting to run Rifts until build up 3500 Intel, some ppl might want to consider letting a bunch of the next quest Targets stack up and accomplish several of them at once with single runs later on.
Or thanks to those providing Duel Targets instead.

Btw I posted This Mordo duel because i was shocked how he managed to get legend Title with his top 4 Champions !!!
I did .. it wasn't showing up then .. (I just tried again now .. I'm seeing it there now . so no idea why, but I know I typed the same thing in . hehe) *shrug*
Besides .. I'd rather duel out a 800 pi, than an 8000 pi . but it's all good.
