A max star level champion is the same as as an unupgraded or un leveled champ 2 stars up. For example a max 2 star is like a r1 4 star not leveled. Or a maxed 1 star is like a 3 star not leveled up. Or a new 5 star is same as a maxed 3 star. Same with 4 stars and 6 stars. Anyone else notice this?

Yes, probably most everyone has noticed that certain Rank of one Star Rarity will be basically equivalent to another Rank of a different Star Rarity.

4*r5 and 5*r3 (and each of their lower Rank pairs all the way down).
And thus there is also some overlap between Stars that are 2 Star difference as well.

it's not always 2 Ranks difference between neighboring Star champs. As 5*r4 is equal to 6*r1 (so a 3 Rank difference between those Stars).
