Punisher 2099 Buff predictions

Any ideas on how he is going to be buffed? What tier do you think he will land in after the buff?

Personally I think a tier list is stupid so I’d say if you liked him before then you will REALLY like him now. If you didn’t he will be Demi god tier maybe?
What I would do is leave how he works the same but change the numbers (which is what they're doing)
Cut all his battery usage from all his skill by at least half
Make him charge the battery 6-10% every 5 seconds and remove the buff limiter
Remove the need for his SP2 to drain battery or cut it by more than half since his SP1 is what's most used anyway
Make Overdrive give him better stats. More attack, higher crit chance, higher crit damage and make it drain at least 30% slower
Change the power lock on his sig to the lowest being 10 seconds and highest over 20 seconds at max sig
Change how he counters regen to ALL forms of regen (like Warlock) and make it drain at most 10% of the battery
Lower heavy attack cost to 10% (tho idk how this would interact with the other changes since it could be possibly used to stun lock for a whole fight if lowered to much).
Make his regen at least 3-4x better since it's painfully low as is and you have a change to trigger it while low battery so even lower anyway.
Synergy changes:
Thor: Fury potency is now 25%
Punisher 2099: First 3 battery uses don't count
Punisher: Fury and Bleed accuracy is now 30%
Punisher 2099: Starts with a full bar of power rather than 20%
Captain America: Gains 25% attack when enemy is stunned or fatigued
Captain America Alternative: 15% attack when enemy is stunned and 15% attack when they are fatigued (so 30% max)
Punisher 2099: Start with 30% additional battery
Throws an SP1, then immediately an SP2!
Punisher 2099 should start with higher battery, like Seatin suggested, maybe 70 or 80 percent. And his damage output is so low. Alot of his attacks imply that a shock or bleed or incinerate debuff would occur, so I hope they at least add that to sp1 or sp2.
When I first pulled him, I thought his battery power would carry over for each fight, like a CMM mechanic. It would be useful and just more fun should his Overdrive get fixed.
I faces him yesterday on kinetic transference modifier.
After his first Sp1 I was a sitting duck of barrage of special attacks.
I had to take most of one special to the chest, before I could continue attacking him.
Right now you just spam sp1 and nothing else
Pun 2099 can hit above his weight class when he’s in overcharge, but his burst time is too brief. You’ve got to fire off 2x sp1 to get to overdrive in a relatively quick fashion.
