    I am not a stealth suit player but I say Stealth Suit. Sparky may have more raw power but Stealth Suit contains some rare utility (Anti-Miss/Evade/Unstoppable).

    I really want to get a Stealth Suit soon. His utility is far more useful than Sparky in war and a lot of late game content. He can counter mix master and tunnel vision. Also an amazing Thing counter, which is still a top 10 if not top 5 most annoying champs to fight.

    If you’re using OP’s criteria of 4-stars maxed, then Starky is the clear winner (up to end of Act 5), as Starky counters many things, while there isn’t anything you would specifically need Slow for pre Act 6.

    In general, I would say Stealth is better for content where 5-star or 6-stars must be/should be used (although Starky is better for some Variants).

    Endgame content seems more reliant on things that Stealthy counters (Spry, Unstoppable, etc) and less on the things that Starky counters (through power control).
