Luke Cage sucks no doubt. He can be good if he gets revamped corretly. So here are some changes to him.
First, make him hit hard. Maybie every 5 hits generates a permenant fury buff. Cap of 15. Also make his sig change to give him gain unstoppable for 7 seconds after 15 hits. Also increase all his stats. Anything to add?

Is there any champ that wouldn't be great with those changes? Basically increase everything?
If I was revamping Luke Cage I would probably focus on improving his overall defense, as that is the theme for the champion. His indestructible signature ability is considered weak compared to other champions because while the damage mitigation is 100% it can only be used once. I would allow it to be triggered more than once with a cooldown of, say, twenty to thirty seconds. But each time it is triggered it would get weaker, so the first trigger blocks 100% of the damage of the attack as now, the second trigger would only block 90%, the third 80% and so on.
To make him particularly nasty against bleeders I would add a defensive trigger that whenever an attacker would have proced a bleed on Luke Cage (which he is immune to anyway) it would reverse proc a stackable weakness buff on the attacker, conceptually Luke Cage's indestructible skin damages edged weapons. This would specifically work against attackers like X-23 and Elektra that normally deal armor break against bleed immune champions. Against Luke Cage their bleed weapons wouldn't convert to armor break, Luke Cage would turn those bleed effects into weakness against them.
I think that would make Luke Cage at least an interesting champion to play. He still wouldn't be a top tier champion, but he could be an interesting champion.
