Falcon Locked On not stopping EVADE?

In this month’s EQ Ch. 3 (Morningstar Boss), I played Falcon vs Mr. Fantastic. While locked on, Mr. F still kept evading. Am I missing something here? I thought Falcon stopped evade while locked on?

So Mr Fantastic get %chance to evade per non-damaging debuff on attacker
If Falcon lock on Mr Fantastic, and then MF places debuff on Falcon via his abilities, MF can evade Falcon attack.
This may be occurring due to 5% chance per debuff to evade is added as ability to MF after lock was activated, and it ignore the already -100% evade ability active on MF.
