For most players of modest means, if they were going to spend money they likely spent it during Cyber Weekend. Most of those people aren't looking to spend another fifty bucks. It is mostly the whales, or the people who spend indiscriminately, who are looking to spend another fifty dollars. Most of these players have a very large budget to spend and don't need a lot of value for their money compared to other players: they are spending because they enjoy spending on the game and perfectly willing to get whatever is in the bundle. Not all of them, but many of them.
Everyone who chooses to buy that offer is contributing another fifty bucks to the game that you or I do not have to contribute to keep the game going, and all they are getting is a small amount of shards that in the grand scheme of things doesn't mean a lot. They are practically patrons: handing the game money and not asking for much. Every single one of those offers is money Kabam makes, that no one else needs to care about. It only offers a tiny advantage in the game. It won't unbalance anything anywhere. They are happy, everyone else is happy. What's bad about it?
If that offer had huge value in it, many might be pressured to spend. Or they would feel bad they couldn't spend. More value wouldn't make it "better." The moderate spenders need *enough* good value cash offers to give them enough opportunities to want to spend, but too many changes the equation from opportunity to necessity. As long as there are enough of those moderate spender offers, the rest can be targeted at the whales who are willing to fund this game we all play and ask for very little in return. Why give them more than we need to, when they aren't asking for more, and willing to spend to support the game? Who does that benefit?

Also, "this company" meaning Kabam makes nothing on this game. Literally nothing. Kabam was purchased by Netmarble for some undisclosed amount of money but was reported in the media at the time to be $800 million or thereabouts. The owners of Kabam took that money and moved to Tahiti. They are gone. The employees of Kabam are now Netmarble employees. The revenue from the game doesn't go into their pockets, and it doesn't even go into their offices. It goes to Netmarble. Netmarble in turn funds the studio. In effect, Kabam is on an allowance.
Meanwhile, Netmarble is also not getting insta-rich on MCOC. They collect millions of dollars of revenue a month, but remember that $800 million price tag? They do want their money back. They are making a profit, probably, but most of MCOC's revenue is probably going towards offsetting the price Netmarble paid for it. Not to mention, Disney is also taking a probably not insubstantial cut.
The game generates a lot of revenue, but we don't actually know where it all goes. It doesn't go to Kabam, only for them to sit on it like Scrooge McDuck. Kabam does not have money to burn, and its corporate masters have every incentive to make the game as profitable as they can, to pay their license fees to Disney, to pay for the costs of acquisition, and to make enough revenue for the company to be able to invest in growth in other areas. That's how these things work.
