With the recent message sent out mentioning only cavalier and above will there be offers for UC and below?

    The message encourages players who might be close to Cavalier or higher tiers to push to reach those tiers because those tiers will have higher offers. It doesn't mention UC or lower because (presumably) all players UC and lower will get the same offers, so there's no specific benefit to reaching UC. But everyone always gets offers on July 4th regardless of progression tier. They are just higher for certain progression tiers.
