Act 4/5 Rewards Buff Masteries

As someone who completed act 4 and 5 a long while ago but has yet to explore the acts, I am no longer able to obtain the mastery points from Act 4 since they are tied to completion and not exploration. Is this something Kabam will send out to people like me who have completed the acts but not explored them? Or am I doomed to forever have lower mastery points than lots of other players all because I believe I completed the acts over 90 days ago.
