does willpower count as a “regeneration effect”?

i’m unsure on whether or not willpower is counted as a “regeneration effect”, on some nodes and with respect to some abilities it seems to work and on others it doesn’t seem to count.
i’m mainly asking as i would like clarification on the wolverine relic, which grants extra bleed effect ability accuracy and general damaging debuff potency when a “regeneration effect” is active. i know the relics ability to boost regen rate does have an effect on willpower, so will these abilities also take willpower into account or does it not count as a true regeneration effect?

IMIW places a Heal Block on his last Heavy hit, if his opponent is "under the effects of regeneration".
It doesn't place if all they're carrying is the Armour Break from the second hit (which triggers Willpower).
