Question about what qualifies for Valiant

I was talking to an alliance member about what qualifies for Valiant.
We both haven't finished Act. 8.3.
My alliance members believes that all you have to do to qualify for the title, Valiant, is just by 100% completing Necropolis, without finish Act 8.3 by Jan.15th.
I thought that completing Act 8.3 and getting 2 7* R3 is what qualifies for the title, Valiant, and rewards in Necropolis is what will get the rank up materials to get 2 7* to R3.
Who's correct or are we both wrong or correct on this?

    You need to do 8.3 as well (no relation to Jan 15), and you can let them know that this information is easily verified in game by pressing on your existing progression badge on the drop down:

    I knew Act 8.3 was a requirement for Valiant.

    Yeah I think so, I know about death counter.
    Also, I think this counter doesn't relate to Valiant, right? I mean we can complete Necro without being Valiant to get these prizes?

    Yes the January has nothing to do with valiant
