  The wording on the lock message is wrong. The rest of the chapters unlock one per week. Chapter 3 will open tomorrow.

  Well then you should have seen all the responses that correctly say that they unlock 1 additional “year quest” each week.
  (Just started with 2 the first week because 2014 was only at end of year when game started).

  You won't need to complete one year in order to do the following year.
  
  So, the error message is incorrect, probably just borrowing an existing message instead of creating something for a “weekly unlock” wording.
