  And how is Shuri better? Her major relevance ended with Necro. Prowler is a faster more versatile BG attacker and a decent defender, he has the immunities and the damage without needing a long ramp, and great power control. She’s still a good champ but she’s not better than prowler for all forms of content, not even close

She can parry non-contact attacks, is a great Attuma, Domino, Dust, etc.counter. Plus when awakened, she can block unblockable specials, which IMO, is a damn good ability.

  Shuri was one of my first 7* r2s, and has done a lot for me. However I don’t think she really needs rank 3, and I’ve found I’ve definitely used prowler far more in both bgs and general content

  Both are great options. Rank whoever you prefer playing more, you can't go wrong.
  
  I will offer one caveat. Prowler really benefits from a high sig. Like sig 200 high. That investment can take some time to achieve. He's still a great champ, just gonna take a while to reach his full potential.
