Overrated/underrated: Punisher 2099

Jake Gallows, also known as the Punisher of the 2099 reality is an interesting champion in mcoc. He has a lot of utility all tied to his battery, including heal block, regen, a large armor break on his special 2, a stun lock, and so on.
However his biggest piece of utility in my opinion is overdrive, which increases his attack and grants the opponent 90% less defensive power rate. This is extremely useful for certain opponents who have annoying specials or trigger effects on specials, like even against Galan, you can avoid his harvest just by using overdrive.

So is he overrated or underrated? I think he’s underrated

    Underrated
    Was absolutely awesome last war season. I was solo r3 r3 photons with ease with him. Crush meant nothing when ai couldn't gain power.

    R3 7* photon. He couldn't take onslaught though as his Magnetism stopped p2099 power lock, but I did bishops, photons, apocs, and kitty with ease. That season also taught me something that I didn't know about his sp3, it reduces all power gain not just defence. Sp3 and buff power gain (forget name off my head but buffet but gives power instead of regen) node 39 was shut down as well and degen them so I could dex to no detriment. He was my goat those seasons as I did lane 6.

    He's an underrated cheeky defender,
    Because you're forced to take his special attacks on block and they hurt BIG, like, "Omg, I lost 10% HP by that attack?"

    I would personally recommend Punisher, he is a dual threat (unevadable specials, block penetration stat focus), and is a great attacker.

    I need to see how good that block damage is at r2 cause I don't see myself r3 him, and my tech class is pretty stacked rn which is why I've no idea who to pick, I don't know how I could even make space for P2099 in my deck I know how good he is on attack just don't know if he's good enough to replace Shocker FAM Shuri Guardian and Red Skull. Man-Thing is a monster on defense on the other hand, very slow on attack so no value there but a massive time staller cause I run maxed Inequity and 3/5 MD as well, leaning a bit more towards him for these reasons mostly.

    Ever since that crucible event, I’ve seen a lot of streams where people have him in their deck. I feel like it’s only the lower players who don’t respect him honestly
