No moderation is perfect, but just like we don’t catch all criminals, we don’t catch all global bad behavior. Reporting is not “retaliatory” in that sense any more than reporting crimes is a retaliatory act against criminals. It is an important step towards catching them.
You might think responding to bad behavior is in some way better than “snitching” on them, but Kabam doesn’t want people escalating situations. You might be under the impression that your acts were not as bad because you were “only’ responding, but in fact escalating a situation is in many ways worse. If you had just reported them like you were supposed to, then it is more likely they would be gone and you would still have global privileges. Which is what Kabam wants to have happen.
You were not banned because the system is broken. You were banned because the system worked as intended. Banning people who escalate or perpetuate situations is as much a priority to Kabam as banning instigators.

No moderation is perfect, but just like we don’t catch all criminals, we don’t catch all global bad behavior. Reporting is not “retaliatory” in that sense any more than reporting crimes is a retaliatory act against criminals. It is an important step towards catching them.
