I believe there actually is a bug currently acknowledged that sets all vicious buffs to 100% potency, and this bug probably affects Okoye more than anybody else. A lot of the examples in this thread were probably collected with that bug in play.
Okoye's vicious is supposed to be 60% (based on the in-game description), so that's a 40% reduction unlike 70% with sinister. Furthermore, when you usually play okoye, you get to the vicious buff at 50 hits in the combo meter, which usually lines up around the sp2. The sp2 usually kills almost all bg fights anyway so the dmg reduction will not be as apparent there. Maybe a few seconds off at most.
She deals a good chunk of dot before that vicious buff and after it, so I'm not too worried about it. It will no doubt make her slower, but not to any worrying degree imo.

Yes, true. A lot of the utility has already been nerfed.
And they did that to keep her balanced. Plus she heavily relies on bleed and or shock, if someone's immune to both, or shrugs them, then she can't really do her damage

Yeah, so? They should ship champs correctly the first time.
White tiger has DOT reductions per buff on the opponent. Happened to me in a 9.2 path
Right. I had actually forgotten about this part of her abilities. 20% chance per buff on the opponent to purify a damaging debuff. Okoye starts with a bunch of precision buffs meaning her bleeds and shocks are purified almost instantly.
