There is a description missing from your pics that says each bleed effect increases the chance to poison by 25%. Those 0% and -40% are increased per active bleed on the target.
It's the base probability. Each bleed Archangel inflicts to the opponent rises the probability a 25%.
So, when you block, if the opponent isn't bleeding: 0% poison.
1 bleed, 25% poison
2 bleeds, 50% poison
3 bleeds, 75% poison
4 or more bleeds, 100% poison.
In Sp2 you need 2 bleeds on the opponent to have a 10% poison chance, for example.
You have 0% chance to apply poison if the enemy is not bleeding.
If it has 1 bleed, it increases to 25%. 2 bleeds is 50%, 3 bleeds is 75% and 4 bleed is 100%.
-40% is the same thing. You need to apply 2 bleeds to get at least 10% chance to apply poison.
