That's not a good analogy, because in a track race every runner runs independently of every other. If third place is disqualified then fourth place is the undisputed third place finisher. That would be analogous to eliminating the cheating alliance from rank rewards and moving everyone upward. But if you award points to the losing alliance, you are moving them forward above other non-cheating alliances, and as a consequence moving them downward.
You can award third place to the fourth place finisher if you DQ third place, but you cannot award bonus seconds to the fourth place finisher for having to run next to the cheater and give him second place. That's the problem with awarding points to the victims of cheating. If you don't know what they would have earned, you could be placing them higher than they would have placed. You'd be basically taking placement away from innocent alliances in order to try to remedy the victim of cheating. That's difficult to justify.
When you DQ third place and give fourth place the third place finish, you are punishing the cheater and hurting no innocent racer. That makes it a fair way to resolve the situation. When you award bonus points during a season to victims of cheating, you are causing collateral damage to innocent alliances. I suggested a possible way around that problem by attempting to remedy the damage cheaters do at the end of the season without affecting any innocent alliances; I repeated that suggestion here: https://forums.playcontestofchampions.com/en/discussion/comment/402233/#Comment_402233. Basically, wait to the end of the season and then see if remedy points would have changed bracket rankings for victims of cheating, and if so grant them the better bracket rewards without displacing any of the other innocent alliances.
Summary: when alliance is caught cheating, don't remove war rating points. This just allows that alliance to match against weaker foes that it is easier to beat, and punishes those alliances that happen to run across them. Instead, don't remove war rating points and instead apply a multiplier penalty to the points they earn for seasons. The penalty would in effect reduce their multiplier without lowering their competition: they would still have to fight alliances in higher tiers, but would be getting fewer points while doing so, until the penalty expires. With this, the only alliance penalized is the one with the multiplier penalty. No other innocent alliances are in any way affected. It just becomes a question of how strong to make the multiplier penalty, and how long it should last.
Well that's messed up then..... not really fair to those who actually try their hardest and waste resources for a lost cause then. 😠😠
