Voodoo Power burn not working against debuff immune opponents

Doctor Voodoo's L2 power burn when using it on an even combo is not working against debuff immune opponents. I was under the impression that his power burn wasn't a debuff since I haven't had this problem with other characters like OG Vision that use power burn. I was just wondering if this is a bug with an incoming fix or is it working as intended?

I TOO WANT AN ANSWER! Vision AoU was the reason I bear Immunity Redpool in the road to the labyrinth so… power burn = power burn

There's a weird interaction with power burn and debuff immunity. Some champs work while others don't. I reported a problem with Hawkeye but no word from Kabam.
