Does this affect people without the #hero tag? For example Domino is neither Hero or Villain

    No. It only effects those with the Villain tag like Ultron or Modok. Someone like say Ironman wont gain power since he's a hero. Only Villain champs with that tag gains power

    But it specifically says HEROES will not gain power. I know Villains will but what about Mercs?
