I wish she started at 20 chacon one the first fight in bg and in quest one time it be strong.

She definitely shouldn't absorb mystic energy. She should getbulwark buff while less than 25 charges, and should get 4 against techs, 10 if you parry a special attack, for easier ramp.

Also for shocker, the critical rating focus is better than armor piercing, because it is converted into even more armor piercing than that stat focus gives.

I think some of the stat focuses are a bit off on first glance. For example, I think Shathra is best with energy resistance. Here is the relic and stat focus sheet I made and started on the forums a few weeks back:

Very very good. Her ideal rotation is SP1 into SP2 but for BG health pools an R3 can usually kill with one SP2, no need of SP1
