I have the opposite perspective.
I don't have a problem with champs getting tuned down.
I am more unhappy about champs not getting tuned UP!

Let's not forget, some of the beneficiaries if the rebalance program include Shuri and Attuma, both of whom got great Tune-ups. Even Dani and Patriot got better; if still mid-tier.

There isn't much more to add about them - they won't undergo a rebalance window like other Champions did. As I mentioned earlier, we're reverting to the pre-balance status quo where Champions are released as they are, and there aren't monthly (or batched) updates consisting of newly released Champions.
We're looking to explore alternate options to the program and are going to spend time figuring out what works best for the game and the Community, but in the meantime, we're just going back to how it always was.
I don't feel comfortable guaranteeing they will never get touched, because in case of emergency, we do reserve the right to intervene for game health just as we always did, but the looming "balance post" for Karolina and Nico is not something that is coming down the pike.
Please let me know if that clears things up for you.
Kabam, what are you doing?
This is a mess, just nerf Dark Phoenix, like yeah some people will be upset, but at the end of the day, if it's game health you care about, you should nerf her. People who spent money on dark phoenix will understand and people who got dark phoenix knew there was a chance of her getting nerfed as they did with spider-woman.
To be completely honest, it is partially the community's fault for being absolutely insane and saying some of the most insane things and dumbest points ever when it comes to the spider-woman 'buff' that they bullied kabam so much that kabam actually made spider-woman better on attack as her evade counter can't be purified or cleansed and her ensnare doesn't ruin her against thing's rock stacks or onslaught's reverse controls. The community is a big part of the game and ultimately have power but kabam shouldn't just fold as soon as they get community backlash. Honestly the spider-woman controversy would've been better if kabam came out and said that she's too strong on attack instead of just implying it in the post. People would've been upset regardless but they knew the risks and their points are so bad that it's genuinely just annoying. Like bringing up serpent and kate is just whataboutism 101 and just because they should've been nerfed, doesn't mean spider-woman shouldn't be nerfed.
Anyways the point of this post I guess is hoping Kabam don't do this and hope the community stop being insane. The rebalance program has been honestly not great. There were many issues with it, it failed so many champs like sandman, adam warlock, etc. Do you guys remember that adam warlock was meant to be a defender? Yeah what a tough defender adam is. But shuri's buff was great, attuma's buff was great. Abs man's nerf was great. The rebalance program was flawed and I think a reworked rebalance program could be great. I think getting community feedback could be helpful. Obviously kabam shouldn't just do what the community says because that's a terrible idea, but when the adaptive event quest drops and people immediately realise what's wrong with it, that's not a good thing. Kabam listened to us then and whilst characters are completely different, I think hearing what the community have to say can be helpful. I also would say that they should take longer to review champs as some champs most people don't get until the next titan so it's hard to see their performance. The community also needs to give kabam more grace, you can be upset and annoyed without being stupid and without saying insane things.
When I saw the spider-woman rebalance I was happy because kabam realised she was a problem and was going to deal with it and when the community got mad and kabam actually buffed her I was annoyed because everyone was being disingenuous and kabam were being scared. I just want that to change. Obviously I want spider-woman to be changed, I personally think she is a poorly designed champion where 90% of her abilities are just there to ruin enchantress to the point where she has an almost useless power steal immunity. The fact that she has 6 debilitates also feels lazy. But I would gladly make spider-woman overpowered if the community can actually start being fair to kabam and kabam listen and make the right changes to the game. This was probably just a dumb post that nobody's gonna read, I'm kinda just rambling but I'm just so annoyed at most people and think the past few months have been awful when it comes to kabam and the community

This all loops back to not doing what should have been done to Serpent — some of us saw this coming and begged for that kit to be nerfed and for Kalamazoo to abandon the path that saw the creation of kits like that: elite defenders with BS mechanics that are unavoidable and have few — if any — counters upon release.
Once game design leaned into “specific counters for specific kits or you will either lose or time out in BGs,” Rebalance was cooked. Game balance was cooked.
Can I fight Enchantress? Yes, I know how to fight the base kit.
Is it fun to fight the base Enchantress kit, depending on nodes/time limits?
No. No. NO.
So then instead of Falcon (Joaquin Torres) having whatever kit design would best fit his character, you instead have to jam all the mechanics in to make it an Enchantress counter…but that kit was too weak and Enchantress was still too strong.
See what I mean? Problems that were made by one kit design, that hurt another kit design, then you need to rebalance the kit that couldn’t solve the problem that releasing the first kit that was overtuned defensively made.
Not nerfing Serpent and releasing 5/5 defenders has made this game worse to play and far less fun.
Everyone knows it. Everyone.
Dropping the Rebalance Program — which took too long to examine and implement changes anyway — doesn’t solve the core problem that we have now:
Every character that gets released has to deal with the existence of these 5/5 defenders, or they are basically worthless.
It should never have been allowed and some of us begged Kabam not to do it.

OP nailed it — that was ALWAYS the point, or should have been the point.
You can’t have 5/5 defenders running around but then get so weird about game balance that mid kits get released and stay mid.
This game has refused to lean into a true buff program for years — they made Red Magneto and Juggernaut really good (as they should always have been) — so they dropped that because there’s no money in making old kits really good, but IDK, maybe there isn’t that much money in releasing Patriot and Joaquin Torres and making people wait a year for a potential buff, either.
I have said this for years and they just won’t do it:
- End Synergies and fold the best ones into existing, older kits. Why? Because this isn’t a questing game anymore and hasn’t been since Act 6.
- Roll out an enhanced Buff program and get those older kits meta relevant so people can be excited about opening crystals and pulls again. Make it fast and do not stop until it’s done.
- Class crystals for 7-stars — it’s time. This game requires specific kits for specific problems, and needing a Kushala but still getting a Moondragon is ridiculous. This has to stop

Tech one is great for physical attackers like starky
