Actually, 1% is 1%.
I confirmed this with Kabam, the bracket “floors” are the actual cutoffs, and the other number is just there for show. The way the event works, each bracket excludes every bracket above.

So 1% is all players in the top 1%, except those placing in the numbered brackets above. 2-3% is really everyone in the top 3%, except for those placing in top 1%. 4-5% is top 5% except those placing in top 3%. And so on.

Ironically, the brackets would probably be less confusing if the first number was scratched, and it would make 1% less out of the ordinary. But I don’t make the rules.

What kind of luck is this, two punisher in 3 crytals is wild. Congrats. I would love one of him and would definitely rank him up but that's because I like the character. You should test him out first before ranking him up.
