I want Vulture to be buffed because he doesent really have any utility to use and more crit rate and more armor because he has chituari tech

On the other hand, he does have some utility. If you don't believe me, take him against Havok. Or take an Awakened Vulture against Human Torch, Sunspot, or a Rain of Fire node.

There's a very recent thread on 'Who's the worst Tech champion?' lately (https://forums.playcontestofchampions.com/en/discussion/178734/who-s-the-worst-tech-champion#latest) - not one person mentioned him. So maybe he's not the priority?
