February doesn't have 28.25 days. Every day is only 23 hours and 56 minutes long, roughly. Those 4 minutes per 24 hour period equate to almost a full day over a 4 year period. That extra day could have been arbitrarily added to any other month, just as much as the other months that have 31 days could have been 30 days and another 2 added to February to make it have 30 days also.
TL;DR, February as a month doesn't magically have an extra 25% of a day.

On Earth, I believe it's because the sun hit the ice caps at an angle, which reduce the heat (The rays are more spread, which means the concentration is less, as opposed to equatorial areas where the sun rays are highly concentrated which makes it hot). Some other planets with ice are also too far for the sun to properly heat them up.

The month is shorter, therefore the rewards calendar is shorter, therefore, less rewards.
Imagine that. The calendar used to be without shards on the 29th 30th and 31st days of a month.
