Can you? It isn't negative power gain but neither does it mean negative power. Combat power rate usually refers to the power you get from hitting, blocking, etc.

Power means the amount of Power youcurrently sit on. For example a bar of power or 2 bars of power or 3 bars of power. Combat power rate is the amount of Power you gain for each hit (given/offensive or taken/defensive). No way they both are same.
So I guess I am the only one who with Power means Combat Power Rate? I call the other thing Power Meter, not just Power.

I'm pretty sure that I am not the only one here using this 'terminology'. Oh, and the vast majority of my alliance uses the same 'terminology' that I use. Probably I have learn it from them, can't remember

You aren't the only one to use that terminology (although I haven't seen many people use that) but you are the only one who makes a big deal of it when your incorrect terminology is proven wrong. Many other people using the same terminology doesn't make it right either.

I've learned that different pockets of players have invented all kinds of differing terminology for things, but the game itself refers to the amount of power the champion currently has as "power." For example, abilities refer to "one bar of power" or "15% of the champion's power." The power meter is the visual representation of the champion's power, the difference between a thermometer and the temperature, say.
Combat power rate (sometimes abbreviated "combat power") is a relatively recent term invented to distinguish between power gain due to abilities and power gain due to striking or being hit. Players were being confused when abilities described as "reducing power gain" were not reducing the power gained by hitting. Originally, Kabam simply stated that power gained from hits or being hit were not "power gain" as described by those abilities, but eventually decided to specifically refer to that kind of power as "combat power rate" to distinguish it from "ability-based power gain/drain."
I'm actually a little surprised players would refer to champion power as "combat power rate" as the word rate implies, well, a rate. There's a base amount of power champions gain per hit they land and a different amount of power champions gain per hit they take (and another one for power gained per blocked hit they take). This number isn't fixed: we know (now) that champion rank affects this rate. It is a rate, because it is power/hit. The value indicated by the power meter, on the other hand, is not a rate: it is just a number.
