That should really be re-worded to specifically say “due to a Debuff Immunity”, since sounds like the only case would be against defenders who are immune to Debuffs.
(not sure if there are any nodes out there that say immune to bleed at all, or if really just a general immune to Debuffs for any defenders (in quests/AQ/AW) ?
Way it is written currently does indeed sound like a bleed immunity (aka robots) could still receive this direct damage (which they do not, as per why OP was asking).

My guy it’s not exactly a revelation that bleed damage won’t trigger against bleed immune champs.
It literally says a burst of passive bleed damage.
Fair enough misunderstanding something, but you can’t blame Kabam, Ebony Maw or anyone else for it. You made a mistake, doesn’t mean it’s not clear enough.
So on another aspect of this, since when is Bleed or even Poison something that causes all of it's damage all at once ?
“Passive” Bleed over time would have been a good alternative (not applied as an actual Debuff, which “Debuff Immune” can’t take), but at least the damage would still be done over time (just as passive damage).
But what the (expletive implied) is “Instant Bleed Damage” ? Is there some type of bleeding that inflicts all it's damage upon you all at once, and then miraculously stops the bleeding at the exact same moment as well ? I could buy that argument of instant damage from a “Shock” effect, but not Bleed or Poison.
Bleeding by definition really just causes damage to you because after a while of losing some of your blood from your system, you become weaker due to that. Guess the “instant” part of this means that “poof” you now have 10% less blood in your veins, without any actual cut to your skin in which to have let the blood drain. It's just gone. 😀

Let's say it's poorly worded, in which case you don't know that it says bleed damage. But I don't think that's it, since you've mentioned it multiple times.
So you must think it's poorly designed, in which case I'd say you clearly don't understand the intent behind the design. It's not meant to be a way to get around bleed immune opponents, it's designed to get around debuff immune opponents. If you don't think that's worth using as a synergy, ok, cool, no worries. You have absolutely no duty to use it whatsoever. But it doesn't mean it's poorly designed just because you a) misread it and b) misunderstood it's intention.

It would’ve been more interesting if it functioned similar to Masacre when incinerate fails to apply.
