People not bothering to notice the Spotlight with that obsolete text is from 2016. Thinking it is something new/changed/nerfed.

It's the same obsolete text from when Spotlights used to be in a large post (from back in 2016/17) up here in Forum (instead of now separated out onto main website per champ.
